VAT permit in Cameroon

I want to import scrap metal from Cameroon. The Exporter in Cameroon say that I have to get the VAT permit from Cameroon Chamber of Commerce.

It this true and it cost 2780 USD to get the permit?

Can you provide some information about this VAT permit for me?
