Cameroon Puppies - How to Buy one?

If i am sending money to someone in Cameroon because i am buying puppies, can i just send the money Western Union straight to the Airport where she is supposed to buy the tickets?



I am buying 2 puppies from someone in Cameroon and I was curious as to if there was a way i can just send the money straight to the airport to be sure they are using the money for the tickets.
